当今世界正在经历着百年未有之大变局，人类生存与城乡发展面临着资源短缺、气候变化、环境污染、疾病流行等严峻挑战。为应对共同挑战，“低碳”发展成为国际共识，“智慧”营造成为可持续发展的重要途径。

The world today is undergoing profound changes unseen in a century. Human survival and urban and rural development are faced with severe challenges such as resource shortage, climate change, environmental pollution and disease epidemics. To meet common challenges, "low-carbon" development has become an international consensus, and "intelligent" building has become an important approach to sustainable development.

从世界范围的城乡发展历程看，水网地区利用独特的自然生态人文资源，打造出众多人水和谐发展的典范，从城乡规划的理念到空间营造的技术与方法，均蕴含着丰富的生态智慧。在快速城镇化的冲击下，水网地区面临着生态维育、文化传承、风貌保护等城乡发展现实问题。如何传承水网地区的传统营造智慧，结合“双碳”目标，进行规划与技术的创新，实现有效的空间治理，成为亟需讨论的重要议题。为此，中国城市规划学会与苏州科技大学联合主办第三届“水网地区城乡发展与规划国际会议”（2022），从水网地区的传统发展中汲取智慧、传承文化；聚焦低碳发展，探索城乡空间与水融合的规划与建设策略。本次会议已入选中国科协《重要学术会议指南（2022）》。

From the perspective of the development process of urban and rural areas worldwide,the water network area makes use of unique natural ecological and human resources to create outstanding models of human-water harmonious development. From theconcept of urban and rural planning to the technology and method of space construction, it contains rich ecological intelligence. Under the impact of rapid urbanization, water network areas are faced with practical problems in urban and rural

development, such as ecological maintenance, cultural inheritance and landscape protection. How to inherit the traditional intelligence of water network areas, combine the "double carbon" goal, carry out planning and technological innovation, and

achieve effective spatial governance has become an important topic that needs urgent discussion. To this end, Urban Planning Society of China and Suzhou University of Science and Technology will co-host the 3rd International Conference on Urban and

Rural Development and Planning in Water Network Areas (2022). The conference aims at learning intelligent and inheriting culture from the traditional development of water network areas. Focusing on low-carbon development, it is designed for

exploring planning and construction strategies for the integration of urban and rural planning and construction of urban and water. The conference has been selected into the "Guide for Important Academic Conferences (2022)" by China Association for

Science and Technology.

本次会议以习近平新时代中国特色社会主义思想为指导，以“低碳水乡，智慧规划”为主题，聚焦水网地区城乡发展历史文化与现实发展、智慧经验与低碳规划的关系等议题，为国内外规划及其相关业界学者搭建学术交流平台，围绕水网地区城乡发展与规划相关问题开展深入交流。会议拟邀请美国、荷兰、俄罗斯以及国内知名学者作为特邀嘉宾做主旨报告，热烈欢迎国内外相关领域的专家、学者、政府企事业代表及高校师生参加。

Focusing on issues such as the relationship between the history and culture of urban and rural development and the current development in water network area, as well as the relationship between intelligent experience and low-carbon planning, the

conference will build an academic platform for domestic and foreign scholars in the planning and related industries to carry out in-depth exchanges on issues related to urban and rural development and planning in water network area.

The host will invite well-known scholars from the United States, the Netherlands,Russia and China as special guests to give keynote speeches. We sincerely welcome prestigious experts, academics, representatives of government, enterprises and

universities, who are related in these fields from all over the world to participate in the conference.

一、会议主题和议题

本次会议以“低碳水乡，智慧规划”为主题，设主旨报告、平行论坛、青年规划师论坛等环节。

主要议题包括但不限于：

·人水共生理念下的传统营建智慧与文脉传承

· 双碳目标下的水网地区城乡发展模式与规划路径

· 城水融合下的城乡空间设计与营造

· 水网地区低碳发展的数字化规划技术与应用

I Conference theme

The theme of this conference is "low-carbon water town, intelligent planning".

There will be keynote report, parallel forum, young planner forum and other sessions.

The main contents include (not limited):

· Traditional construction intelligence and context inheritance under the concept of human-water symbiosis

· Urban and rural development model and planning path in water network area under double carbon goal

· Urban and rural space design and construction under the integration of city and water

· Digital planning technology and application of low carbon development in water network area

四、青年规划师论坛报告征集

为促进青年规划师及高校学生开展相关领域学术交流，本次会议将在平行论坛设置青年规划师和学生为参与主体的青年规划师论坛。会议公开召集论坛报告，有意向的青年规划师或高校学生请将 800-1000 字（中文或英文）的报告内容简介及个人联系方式发送至本次会议官方邮箱：waterforum@planning.org.cn，截止时间：2022 年 9 月 30 日 24 点。

会议学术委员会将对报告简介进行评审，确定论坛报告。报告人可享受免注册费等优惠。

IV Report collection for young planners and students’ forum

In order to promote academic exchanges between young planners and college students in related fields, the conference will set up a young planners’ forum with young planners and students as the main participants in parallel forums. The forum report

will be open to the public. Interested speakers should submit a brief introduction of the report and their personal contact information in 800-1000 words (Chinese or English). The material above should be sent to the official email address of the

conference: waterforum@planning.org.cn, and the deadline is 24:00 on September 30,2022.

The academic committee of the conference will evaluate the introduction of the report and determine the sub-forum report. The reporter can enjoy free registration.
